“All the applicants were top notch, and we are grateful for their willingness to jump into public service,” said Council President Wesley Smith.
The city received 15 applications for city council positions, but one person withdrew prior to the interview process, according to the city. The remaining 14 candidates were interviewed on Jan. 3.

“The appointments of Walker and Propes bring experience, fresh ideas and perspectives to the Council,” Smith said. “Both are experts in their fields and will help strengthen the Xenia community in helping with some of our challenges.
Former city council president Will Urschel was sworn in as mayor earlier this month, and Wesley Smith, who had served as council president prior to Urschel, resumed that role.
Former Xenia mayor Sarah Mays and councilman Levi Dean were elected last November to seats as county commissioner and state representative, respectively, sparking the local government reshuffle.
Carlos Walker is a 20-year resident of Xenia with almost 30 years of experience as a probation and court services professional, and currently works as the director of Montgomery County Adult Probation.
“I am honored and humbled to serve the citizens of Xenia,” Walker said. “I will strive to continue to make our city a place where everyone can feel comfortable, welcome, safe, and prosperous.”
Dennis Propes is a 24-year resident of Xenia and previous City Council member from 2006 to 2009, including past Council President in 2009.
A U.S. Army and Ohio National Guard veteran, Propes currently works as the Health Commissioner for Miami County.
“It’s truly an honor to be selected to serve on Council. I am looking forward to working with fellow Council members and staff as well work together to advance progress in Xenia,” he said.
Walker and Propes will be sworn in at the Jan. 23 council meeting.
